Houston Building Code
The City of Houston has adopted the 2021 International Residential Code (IRC) with local amendments. Attic conversions are treated as a change of occupancy and must meet current standards even in older homes.
Ceiling height (R305.1)
Minimum 7'-0" over at least 50% of the room's usable floor area. Sloped ceilings below 5'-0" don't count as floor area.
Emergency egress (R310)
Any room used for sleeping must have a compliant egress window: 5.7 sq ft net clear opening, 20" minimum width, 24" minimum height, sill no higher than 44" off the floor.
Stairs (R311.7)
Permanent stairs required — pull-down ladders don't qualify. Minimum 36" width, 7¾" max riser, 10" min tread, and 6'-8" headroom.
Smoke & CO alarms (R314 / R315)
Interconnected smoke alarms in the new room, outside sleeping areas, and on every level. CO alarm required if there's fuel-burning equipment or an attached garage.
HVAC & load calc (M1401.3)
The new conditioned space must be included in a Manual J load calculation. Most existing Houston systems need a dedicated mini-split or a supplemental zone rather than just extending trunk ducts.
Insulation Built for Houston Heat
A Houston attic hits 130°F+ in July. If you don't do the insulation right, the room is unusable half the year and your energy bill doubles. We specify a closed-cell spray foam approach for almost every attic conversion.

5–6" of closed-cell foam applied to the underside of the roof decking creates an unvented, conditioned attic assembly — R-38 with a built-in air and vapor barrier. This is the single biggest performance decision on a Houston attic conversion.
Radiant barrier
If we can't spray foam (budget or roof condition), we install a foil radiant barrier stapled to the rafters plus R-30 batts between rafters — code minimum but noticeably warmer than foam in August.
Wall & kneewall insulation
Kneewalls are insulated and air-sealed on both faces. Skipping the back side is the #1 mistake we see on DIY conversions — it lets 130° attic air flow behind your drywall.
Dehumidification
Unvented attics hold moisture. We include a supplemental dehumidifier or an oversized-return HVAC design so the room stays at 50% RH year-round.
Structural Integrity Comes First
Most Houston attics were never designed to hold living load. Existing ceiling joists are usually 2x6 or 2x8 spaced 24" on center — sized to hold drywall and insulation, not people and furniture. We evaluate three things on every job:
Floor system
To carry 40 psf residential live load, we typically sister new 2x10s or 2x12s alongside the existing joists, or install a raised subfloor on new engineered joists spanning between load-bearing walls.
Roof framing
Rafter-framed attics are straightforward. Truss-framed attics require an engineered retrofit — we don't cut a truss without stamped drawings from a Texas-licensed structural engineer. Full stop.
Load path
New point loads (stair openings, dormers, a heavy tub) have to land on a wall or beam that ties into the foundation. We map the full load path before we ever swing a hammer.

Most Houston attic conversions run $40,000 to $110,000 depending on square footage, whether you're adding a full bathroom, HVAC extension, dormers, and finish level. A basic bonus room is on the lower end; a legal bedroom with egress and a full bath sits on the higher end.
Do I need a permit to convert my attic in Houston?
Yes. The City of Houston requires a residential building permit any time you convert unconditioned attic space into habitable living area. Electrical, mechanical (HVAC), and plumbing sub-permits are usually required as well. We pull all permits under our license.
Is my attic tall enough to convert?
IRC code requires at least 7 feet of ceiling height over at least 50% of the usable floor area, with no habitable space below 5 feet. In many Houston homes with truss-framed roofs, a full conversion isn't possible without structural modification — we do a free feasibility walkthrough before quoting.
Can you convert a truss-framed attic?
Sometimes. Trusses cannot be cut without an engineered retrofit. We work with a Texas-licensed structural engineer to sister, reinforce, or replace trusses with rafters when the layout justifies it. Stick-framed (rafter) attics are far easier and cheaper to convert.
